But, the most important factor of all was that the requirements to become a Law job class member were incredibly low. And, growth rate in Law job classes was rather fast. This caused mortals who desired to control their own fate to voluntarily learn more about the power of Law.

However, it would be impossible for such individuals to utilize Law Incantations without a sincere understanding and belief in the Concept of Law.
