“What !?!?!” The corrupt officer became stunned as he couldn’t believe what he was hearing as such a big shot here is nearly impossible

But thinking about how he ended Arlong and his underlings instantly, he believed that it is not entirely impossible still it doesn’t make sense why such a big criminal would be in the weakest sea
